Puny water allocations frustrate California farmers

The much anticipated water allocation announcements from federal and state water projects recently left many California farmers frustrated with the state's unreliable water delivery system.

The preliminary federal allocation of 5 percent, with a promise of more water if average precipitation continues, did little to ease water worries.
